What causes "Local or domain account password" field at login ?

hello,

I am wondering what causes the "local or domain account password" field with the key icon at the login screen on Windows 10. I know this is not by default. The "other user" field is the default option you use the login to a domain network. I am wondering what causes this to show up? I've seen this a lot at organizations. Can someone give me some background on what causes this behavior?
