So ist das Leben » Open ports on router to Win7 ?

hello,

So I've got this really noisy problem with opening ports on my PC,
I used the following steps to open ports:
1- went to "Windows firewall with Advanced Security" and added my port in "Inbound & Outbound Rules" + turned off the whole firewall .
2- in router > forwarding > virtual servers added the service port on my local ip address .
and checked here
and basically says "port is closed" ..
what am I missing ?, any problems ?, is the ISP might be a reason ?
